Set a minimum, maximum or multiple for any product, variant, collection or the whole cart. Shoppers see your message on the product page and in the cart, and Shopify checks every order again at checkout, including Buy it now. Use it for wholesale MOQs, case packs, limited drops or one-per-customer sales. Give wholesale customers their own limits with customer tags, cap what each customer buys over time, and write your messages in your shoppers' languages.

Didn't work, after setting I was still able to add as many products as I wanted, but it made 2 products I set the rule for go directly to cart, instead of my cart drawer and even uninstalling the app didn't fix it.
